A brass Kit Bag Lock marked Southgate, The Horseshoe, London.

This Kit Bag Lock stands out from most others not just for its horseshoe shape and having a name but also because it has a twist catch to take the associated padlock. It would be used for fixing a bag in a train or to railings so it couldn't be stolen but could also be used on the double handles of a bag to make it harder to open it. Circa 1900.
