A low leather, Low Cordite Carrier.
Cordite was an explosive repellant mostly used by the Navy with carriers, such as this one, used to carry it from below decks to the guns. The carriers are made of leather on cork, riveted with copper to avoid any sparks.
Its possible that this Cordite Carrier was taller in size but as been reduced in height at a later date for use as a waste paper basket etc. This was quite common after they were no longer used by the Navy. Circa 1900.
