A brass plated on steel Kit Bag Lock.
It has an internal lock with two keys as opposed to having a fitting to take a padlock, like many Kit Bag Locks. SUch a lock would be useful to the travel to provide extra security on a bag with two handles by uniting them as well allowing the user to fix their bag to railing or an overhead luggage rack.
This example is a little unusual for being brass plated on steel. Circa 1900.
