A brass and mahogany Hat Measure.
The brass band expands or contracts by squeezing the two part handle when it is placed inside the hat. When the band has extended to the maximum size that it can do within, the brass gauge between the two handle parts can be read to see the size of the hat.
The handle is turned with a grip to make the two parts easier to hold and so use the measure. Probably French and late 19th Century in date.
